My first instinct was Trichosanthes, Chinese Chive, and Wine Decoction (Gua Lou Xie Bai Bai Jiu Tang) for its ability to unblock Yang, disperse Bi stagnation, activate Qi, and dispel Phlegm while warming and opening the chest vessels. It fits the Phlegm-Cold obstructing the chest picture beautifully.

However, the palpitations and underlying Blood/Xue deficiency made me consider layering in principles from Honey-Fried Licorice Decoction (Zhi Gan Cao Tang), which tonifies Qi and Blood, nourishes Yin, and restores the heart's rhythm.

Additionally, the emotional tension and fatigue suggested Liver Qi Stagnation with Spleen deficiency — classic territory for Free Wanderer Powder (Xiao Yao San), which relieves Liver Qi stagnation, strengthens the Spleen, and nourishes the Blood.
